Strategic Planning and Lean Start-up Services

April 2020

Provided strategic planning and lean start-up services for the merger of three CHHS Agency offices into a new organization named the Center for Data Insights and Innovation (CDII). This project involved planning for the merger of people, processes, technology, and the flow of information for three existing offices. Resources were repurposed for a new mission focused on four goals: 

  1. institutionalizing analytics to improve knowledge management across policy areas 
  2. developing internal data capacity to create more insight and knowledge 
  3. operationalizing rapid prototyping and human-centered design 
  4. building analytical excellence in government to drive civic engagement externally

Conducted a feasibility study for the agency’s modernization project. Analyzed OED’s current business processes and procedures, providing recommendations for retiring, transforming and creating processes, and the existing and future technology; conducted a market scan, alternatives analysis, and developed a modernization roadmap.

Leadership of Elyon’s experienced Pega certified professionals to provide onsite services to develop an eRPA system and a data interface to the existing enterprise system. The eRPA system replaces the current paper manual process and delivers FTB’s business and HR units with an HR case management service.

Executive Stakeholder Visioning and Agile Project Management

August 2016 – March 2017

Provided executive stakeholder visioning leadership with Elyon colleagues which enabled the State to publish the much- anticipated State Health Information Guidance (SHIG) in July 2017. SHIG is a non-technical publication written in lay language for non-state government entities and private sector healthcare organizations. Provided initial project strategy and healthcare stakeholder facilitation services by summarizing large amounts of data into manageable themes for decision-making and strategic planning.

California Medicaid Management Information Systems Division: Transformation Integration Consulting

Enterprise Transformation Consultant and Key Account Manager

Engagement Leader providing support for overall MITA related transformation strategy guidance; Organizational Capability assessment, planning and implementation; and Systems Integration Advisory support including PMO Maturity Planning, and IT Service Management (ITSM) Framework Implementation Planning.

  • Developed standard implementation guidance for launching new system integrator capabilities. Piloted the approach for streamlined Intake of requests from Program Partners.
  • Created multi-year Program Management Office maturity plan and Branch-wide vision for the PMO.

Participated in Agile pilot and provided lessons-learned for division-wide launch of the Scrum methodology.

  • Developed IT Service Management (ITSM) Framework processes for the Division and a Service Catalog containing new Division roles in a multi-vendor environment.
  • Supported development of a Division-wide Transformation Strategy encompassing both the organizational transformation as well as the modularization of systems. Co-developed Transformation Assessment tool and methodology. Preparing for capability assessments and prioritization for the development of a transformation roadmap.
